Bulgarians – more informed about the European Citizenship

In the final stage of the project "My rights as a European citizen! I'm on the move.", which was supported by "Youth in Action" Programme of the European Commission, "Open Youth" prepared a comparative analysis of the results of questionnaires, related to the European citizenship and its different aspects, with those made in 2008 during the project "European citizenship - not just words, but concrete rights".

The answers of the surveyed participants in this year as a whole showed vastly better awareness of the issues, related to the topic. Bulgarians are now much more aware of what it means to be a European citizen (an improvement of 27 percentage points), and vastly more aware of discrimination issues, with those for the European elections, also with the languages and countries in the EU. This year more difficult questions for the people were the ones about the formation of parliamentary groups in the European Parliament (18% less aware than in 2008), some ethnic aspects, too. In 2012 there is a slight decrease in their awareness of the Charter of Fundamental Rights of the European Union, in particular in regards to children's rights, the European Union Agency for Fundamental Rights and what its functions are in general. Based on this experience, "Open Youth" launched a new project, called UPDATE, supported by the European Commission DG "Education and Culture" "Europe for Citizens" programme, which general aim is to promote the European rights among young people and the general public as a whole. UPDATE aims to develop a genuine comics book, explaining to the young people in an interesting and understandable way their basic EU rights and how they can appeal to the European Ombudsman, and to adapt it to the world of mobile devices using AppStore platform as a pilot as it holds 75% of that market. This is a very powerful base for reaching tech savvy young people wherever they are. But it is still underused, due to lack of information and experience. The project consortium believes that there are synergies that can be explored by cross-fertilizing regular channels with those innovative ones for promoting European citizenship rights to young Europeans. The comics book will be promoted offline, through regular people-to-people public awareness raising activities, and online through a shared Internet campaign. The developed comics book will be disseminated in at least 16 local actions in four different EU Member States.
